A formal verification that a new or modified facility is ready for safe startup and operation.
A Pre-Startup Safety Review (PSSR) is a formal process performed before introducing hazardous materials or commencing operation of a new or modified facility. It verifies that construction has been completed, safety systems are operational, operating procedures are in place, personnel have been trained and identified hazards have been addressed before startup authorization is granted.
Pre-Startup Safety Reviews confirm that facilities are prepared for safe startup following construction or significant modification.
PSSRs are a fundamental element of Process Safety Management and are commonly required following major projects, plant modifications and Management of Change activities before introducing hazardous operations.
A Pre-Startup Safety Review verifies readiness for safe operation before startup, whereas Mechanical Completion confirms that construction activities have been completed.
