The formal process of transferring responsibility for assets, systems or facilities from one organization or project phase to another.
Handover and Takeover (HOTO) is the structured process through which responsibility, documentation, asset information and operational control are transferred between project teams, contractors, operators or maintenance organizations. HOTO ensures that all technical, operational and contractual requirements have been satisfied before ownership or operational responsibility changes.
HOTO provides a controlled transition from construction to commissioning, commissioning to operations, or between operational organizations while ensuring that information and responsibilities are fully transferred.
A successful HOTO process typically includes verification of documentation, completion status, outstanding punch items, training, operational readiness and acceptance by the receiving organization.
Handover transfers both information and responsibility, whereas Digital Handover specifically focuses on transferring structured engineering and asset information.
